		<description>Please compare the District Clause (Article I, Section 8, Clause 17) of the US Constitution) with the British Parliament&#039;s Declaratory Act of 1766 (qv).

Each is a case on a national legislature unwarrantedly and illegitimately arrogated to the national government an exclusive and absolute right to govern an unrepresented minority of the nation, without their consent.  Our Revolution was based on the fundamental first principle of Consent of the Governed, and then in the next twenty years we violate this principle egregiously in setting up the new nation&#039;s capital?  What gives???</description>

The purpose of the those early arrival forms is for residents moving into the halls earlier than August 14th, to ensure that they are not double booked with summer residents. While it is strongly encouraged for non first years to wait until midweek to check in, if you came on monday night you would not be turned away.</description>
